1. Expanded Law Enforcement Capacity for Government Officials

In March 2026, Resolution No. (2) of 2026 was issued by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Chairman of the Dubai Judicial Council. This resolution grants specific Dubai Government officials law enforcement capacity to:

  • Conduct Inspections: Authorized officials can enter sites and request clarifications to ensure compliance with urban and environmental laws.
  • Record Violations: They are empowered to hear witnesses, take statements, and use smart monitoring systems—such as the Eltizam application—to document negative practices.
  • Police Assistance: Officials may seek help from Dubai Police and specialized experts when executing their duties.

2. Outsourced Judicial Execution to Private Firms

Earlier in 2026, Dubai Decision No. (2) of 2026 opened the door for licensed private companies to handle certain judicial enforcement procedures under the supervision of the Dubai Courts Execution Department.

  • Scope of Work: Licensed agents can now assist with asset identification, property inventory, and the sale of seized assets via public auction.
  • Strict Oversight: These private agents must follow a rigid code of conduct, maintain confidentiality, and avoid any conflicts of interest.
